Residential Personal Emergency Evacuation Plans (Residential PEEPs)

 

Last year, the government announced the Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 legislation. This comes into effect on the 6 April 2026.

The legislation applies to:

  • residents who cannot evacuate themselves without assistance

Who live in either:

  • a building of more than 18 metres or seven or more storeys
  • an 11 metre (five storey) building that has a simultaneous evacuation strategy

As part of our commitment to keeping residents safe, we’re making personalised evacuation plans for those who let us know that they're unable to evacuate in the event of a fire. These are called Residential Personal Emergency Evacuation Plans, or Residential PEEPs.

Residential PEEPs look at your circumstances and outline any risks to you in both your home and the building that may affect you safely evacuating yourself in the event of a fire.

We will work with you to identify potential solutions to help you evacuate yourself, or keep you safer if this isn’t possible, until the Fire and Rescue Service arrive.

Not every resident will need a Residential PEEP, so we're asking you to let us know if you’d like to be assessed for one.

 

What do you need to do?

We’d like you to carefully consider if there are any issues that might make you unable to evacuate yourself via the stairs in the event of a fire.

If you tell us that you might need a Residential PEEP, we’ll visit you for a person-centred fire risk assessment. This will help us to understand your needs and, if necessary, work with you on creating a personalised plan to be implemented in the unlikely event of a fire.

With your consent, this plan will be shared with the Fire and Rescue Service to make sure they have the right information to help you in an emergency.

We’re not changing the evacuation strategy for the building, so if your building currently has a stay put fire strategy this will remain the case. However, we do need to understand who cannot self-evacuate in case the Fire and Rescue Service need to rescue anyone in the event of a fire.

Not covered by the legislation?

If either you or the building where you live isn’t covered by the legislation, don’t worry, we can still carry out a person-centred fire risk assessment that will help identify anything we could put in place to help.
