How L&Q delivers value for money
Find out what value for money means for us, how we measure our performance and how we're working to make sure the money and resources we use deliver good resident outcomes.
What value for money means for us
For us, value for money isn't simply about spending less. It's about making the best use of money, people and other resources to provide good homes, reliable services and better outcomes for residents.
Residents tell us that good value means getting a good service that works first time, being kept informed and knowing that we listen and take responsibility.
We know there is more we can do to make sure residents get good value from the money we spend. We're continuing to develop our approach by working with residents to understand where we can provide better value.
How we measure value for money
We look at both the cost of providing services and the outcomes they deliver for residents.
When assessing value for money, we consider:
- Resident outcomes – whether homes are safe, well maintained and meet residents' needs
- Resident experience – whether we provide reliable services, keep residents informed and resolve issues within a reasonable time and to a good standard
- Service performance – whether we meet our targets, work efficiently and get things right first time
- Use of resources – whether we're making the best use of our people, money and assets
- Long-term impact – whether our decisions improve homes and services and help us provide better value in the future
We use resident feedback, satisfaction measures, service performance information and financial information to help us understand where we're providing good value and where we need to improve.
We're continuing to develop how we measure value for money so that we can give residents a clearer picture of the relationship between what we spend, the services we provide and the outcomes residents experience.
Residents helping us improve value for money
Residents have an important role in shaping how we think about value for money.
We're doing more work with residents, including through our Resident Assembly, to understand what good value looks like to them, what information they want to see and where they think we need to improve.
We'll use what residents tell us to help develop how we assess value for money and how we report it to residents.
How we report on value for money
We report on our value for money performance each year as part of our annual financial statements.
This includes information about how efficiently we're operating, the outcomes we're delivering and how our performance compares with our targets, previous years and other large housing associations.
We use this information to understand where we're providing good value and where we need to improve.

How we’re working to improve value for money
Providing better value doesn't always mean spending less. Sometimes, investing more now can improve homes and services and help reduce costs or problems in the future.
We're working to make services more efficient while maintaining or improving residents' experience of our services. This includes improving how we diagnose and complete repairs, managing contracts effectively and buying goods and services in a way that balances quality and cost.
We also compare some of our costs and performance with other large housing associations. This helps us understand where we're performing well, where others may be performing better and where we need to improve.
In 2025/26:
- it cost us £947 to manage each social home, compared with a 2024/25 G15* average of £2,007
- 10% of our income went towards overheads, like the costs of running the organisation, compared with a 2024/25 G15 average of 12%
- over the five years from 2021 to 2026, we made more than £82 million in savings through the way we buy goods and services, compared with our original target of £55 million
* The G15 is a group of London’s largest housing associations. They work together and share information to help improve homes and services for residents.
How we get value for money when buying goods and services
We buy goods and services from other organisations to help us look after homes and provide services to residents. This includes repairs, maintenance, building work and professional services.
We aim to get the right balance of cost, quality and wider benefits for residents and communities when choosing suppliers.
We follow the procurement rules that apply to L&Q, including the Procurement Act 2023. These rules help make sure we:
- get good value for money
- make fair and open decisions
- follow the law
- choose suppliers that can provide good-quality services
- consider the value a contract will provide over its lifetime
By working with suppliers to find savings and make services more efficient, we can invest more of our resources in homes and services.
Find information about our larger contracts
We publish information about many of our larger contracts and opportunities on the GOV.UK website. This can include planned contracts, opportunities for suppliers to bid for work and details of contracts we have awarded.
Residents, suppliers and anyone else can use this service to look for information about L&Q contracts.
To find L&Q contracts:
1. Go to Find a Tender on GOV.UK
2. Search for 'L&Q', 'London & Quadrant' or 'L&Q Group'
3. Use the filters to narrow down your search by date, type of notice or keyword
4. Select a notice to see more information
Not every L&Q contract will appear on Find a Tender. What we need to publish depends on things like the type and value of the contract and the procurement rules that apply.
