L&Q becomes first G15 housing association to adopt Shared Ownership Code
L&Q is now the first G15 member to adopt the Shared Ownership Code, helping drive higher standards across the sector.
- L&Q is the latest adopter and the first G15 member to commit to the Code.
- The move comes as momentum builds, with eight further providers currently progressing through the adoption process.
- L&Q houses around 250,000 people, primarily across Greater London and Greater Manchester, and is a significant shared ownership provider in these regions.
L&Q has become the first G15 housing association to adopt the Shared Ownership Code, operated by the New Homes Quality Board (NHQB). Its adoption brings one of the sector’s largest providers into the framework, significantly increasing the number of shared ownership homes covered by the Code and marking a major step in building sector-wide momentum.

This significantly expands the reach of the Shared Ownership Code, bringing the total number of homes covered by adopting providers to nearly 24,500. As adoption continues to grow, the Code is helping to drive greater consistency in standards across the shared ownership sector's approximately 250,000 homes.
L&Q is one of England’s largest providers of shared ownership homes. The organisation houses around 250,000 people, primarily across Greater London and Greater Manchester, and manages over 11,000 shared ownership homes. Alongside this, L&Q runs an active development programme that delivers new shared ownership homes in these regions.
The organisation supports customers from initial purchase through to staircasing and resale. Its adoption as the first G15 member brings significant additional scale and visibility to the framework.
By adopting the Code, L&Q commits to a consistent set of requirements covering transparency, customer service and fair treatment across its shared ownership offer.
The Code applies throughout the customer journey, from purchase to staircasing and resale, and is intended to provide customers with clearer information, more consistent service, and greater confidence at key stages of their shared ownership experience.
L&Q’s adoption comes as momentum builds behind the Code, with eight further providers currently progressing through the adoption process. As shared ownership continues to play an important role in widening access to home ownership, the Code provides a framework to support transparency, consistency and customer confidence.
Steve Moseley, Executive Group Director, Governance and Transformation at L&Q, said:
“We’re committed to playing our part in creating a stronger, fairer Shared Ownership market. The Code addresses the issues shared owners tell us matter most, including clearer expectations, a better customer experience and greater transparency.
We look forward to working with the New Homes Quality Board to implement these measures and improve outcomes for both current and future shared owners.”
Natasha Greenwood, Director of Shared Ownership at the New Homes Quality Board (NHQB), said:
“L&Q’s adoption is an important milestone for the Shared Ownership Code. As the first G15 housing association to adopt the framework, L&Q is helping to set the pace for the sector and demonstrating a clear commitment to delivering consistent, high-quality outcomes for shared ownership customers.
Their adoption further strengthens the Code's reach and builds momentum towards a more transparent, customer-focused shared ownership market. We look forward to working with L&Q as they implement the Code.”
