L&Q's sector-leading housing investment programme scoops community impact award
L&Q has been recognised for its positive impact on residents’ communities, after winning the Public Sector Leadership Award at last week’s Social Value Awards.
The award recognises a public sector or not for profit organisation that has made a significant contribution to the Social Value Economy – delivering services which benefit communities and society at large.
In 2023, L&Q signed contracts with 10 partners to deliver its Major Works Investment Programme, a £3bn, 15-year initiative to improve the safety, quality and environmental efficiency of residents’ homes.
Social value was built into the procurement process of the sector leading programme, measured using a recognised framework and delivered through clear commitments by each partner.
Working with its partners, L&Q has generated £74.9m in social value, created more than 337 jobs, supported numerous community projects and funded five university scholarships for residents.
This approach has turned the MWIP into a vehicle for social change, helping create socio-economic opportunities and foster community cohesion in the neighbourhoods L&Q serves.

David Lewis, Executive Group Director of Property and Investment, said:
“I couldn't be prouder of our Community Development team, for their hard work ensuring Social Value remains a priority while we deliver improvements to residents’ homes.
“Residents deserve to live in communities they feel proud of, and working alongside our Major Works Investment Programme partners to deliver on our Social Value commitments is an integral part of this.
“This result showcases how procurement and investment, when purpose-driven, can transform lives and communities, as well as homes. It also reflects the incredible teamwork and dedication both within L&Q, and alongside our partners.”
L&Q’s Social Value contributions are managed by its Foundation working closely with the Major Works delivery teams.
L&Q’s MWIP was shortlisted for the award alongside Manchester City Council Highways Service, who were highly commended, Lichfield District Council, STAR Procurement, LHC Procurement Group Glasgow City Region Community Benefits Hub and North London Waste Authority.
