Sir Oliver Letwin Review of Build Out: David Montague's Response

Published on 30/10/2018

Sir Oliver Letwin has delivered his final report following his independent review of build out rates. The purpose of the review was to explain the significant gap between housing completions and the amount of land allocated or permissioned in areas of housing demand, and to make recommendations for closing it.

David Montague, Chief Executive of L&Q, welcomed the report saying:

“We very much welcome Sir Oliver’s independent report.  Radical but necessary - his recommendations provide another vital piece of the housing jigsaw which, if implemented in full, could support a step change in housing supply.

“Combining Sir Oliver's recommendations with new local authority borrowing powers and a new, supercharged Homes England, we have the potential to create powerful new partnerships, make long term commitments stretching beyond the current economic climate and provide a quality, affordable home for everyone.

“Housing associations like L&Q are already investing millions in improving sector skills and have a particular expertise and strong track record in delivering large, mixed tenure developments in partnership with local authorities and private sector organisations. We stand ready to play a leading role in speeding up the delivery of more homes should these recommendations be implemented.”
